Let me create a website that that tracks some data I enter utilizing a bar graph from -100%. I'd go into the most the graph may go to and more data point could be up-to-date from time to time, that the completion bar graph would reflect.

I believe the majority of the suggestions are overkill. You don't need to come with an extra library / dependency when you just need some simple bargraphs. Plain HTML/CSS must do...

I understand you stated you are new, however, you should have a look in the google visualization api. It's good quality stuff to complete the type of factor you may want.
I am unsure the more knowledge about doing the work in PHP, when i don't fully realize the word what, but I am sure there's a lot of info available on graph generation in PHP.
