I have to instantly redirect any https:// to http:// on my small localhost atmosphere. I attempted to utilize a .htaccess file that we positioned on my htdocs/ using the following code:

RewriteEngine On
RewriteCond %{HTTPS} on
RewriteRule ^(.*)$ http://%{HTTP_HOST}%{REQUEST_URI} [R=301,L]

For whatever reason this isn't working. Any advice?

The issue using the rewrite rule is it should never be arrived at if apache isn't set up correctly for SSL. The browser is attempting for connecting to http://localhost:443 and unless of course apache as well as other services are set up on that port you will get a timeout.

The very best solution is always to produce a self-signed certificate for apache running on localhost and make up a rule inside your internet browser to trust the certificate:
