I have got a URL which consists of something similar to this...

http://www.example.com/stuff/http://www.foobar.com

I would like this passed to index.php/stuff/http://www.foobar.com

I'm able to parse it after that. Basically not have the colon within the URL, it really works fine. Issue is... Apache appears to choke around the colon ":" character also it creates a Forbidden error and that i can't just "remove" the colon because it originates from elsewhere.

I am running Apache on Home windows whether it is important.

I doubt be it Apache doing the choking - it may be the browser getting trouble parsing the URL to begin with.

That's an invalid URL - the 2nd address part ought to be URL encoded:

http://www.example.com/stuff/http%3a%2f%2fwww.foobar.com

if whatsoever possible, you need to alter the URL structure accordingly.
