I just read articles online also it pointed out something about semantic open databases. I attempted searching this term but tend to not figure out what the word meant. This is actually the article here:

  • the translations from the website interface or some open data in a number of languages for use worldwide more easily.

I have labored in an R&D company that done a semantic web data store, and I have never heard that term, "semantic open database." I suppose it had been composed through the authors from the proposal you associated with.

Possibly they mean any supply of semantic data using open standards like RDF and OWL. Their grant proposal is fairly vague.

Have you thought about contacting the authors to request the things they meant?
