After I visit http://www.whatismyip.com/ I recieve an Ip of 203.39.136.200 but when I personally use php/apache I recieve:

HTTP_CLIENT_IP = ""
HTTP_FORWARDED_FOR = ""
REMOTE_ADDR = 10.15.60.84 //IP of my machine

We're presenting geo-sensitive content into our sites and also have the necessary research Web Services all set to go but understandably while using local IP from the machine (10.15.60.84) produces no results so I have to exercise a method to retrieve 203.39.136.200.

If you're being able to access the server in the local network then you'll obtain the local address, even when you access the server utilizing an address certain to an exterior interface. You will get for this with the addition of routing rules for your default gateway to route packets towards the remote side from the Internet link your organization uses, but this makes extra traffic around the link because the packets will need to go across it to obtain outdoors after which in again.
