My Apache server admin claims the server has deflate/gzip compression enabled.

However when I personally use some standard code for presenting deflate/gzip compression during my .htaccess file, it appears there's no compression in files.

I made use of the below lines in .htaccess

AddOutputFilterByType DEFLATE text/html text/plain text/xml text/css
<FilesMatch "\\.(js|css|html|htm|php|xml)$">
  SetOutputFilter DEFLATE
</FilesMatch>

I'm uncertain when the server really has allowed deflate/gzip compression. After I call phpinfo() it shows me the next rows associated with deflate/gzip:

Stream Filter support           zlib.inflate, zlib.deflate
HTTP_ACCEPT_ENCODING            gzip, deflate
_SERVER["HTTP_ACCEPT_ENCODING"] gzip, deflate
_ENV["HTTP_ACCEPT_ENCODING"]    gzip, deflate

Do wrinkles show the server supports deflate/gzip compression or otherwise?

And when not how must i understand?

`HTTP_ACCEPT_ENCODING gzip, deflate '`.

This line informs everything. It's set up.
