When attempting for connecting for an ORACLE user via TOAD (Mission Software) or other means (Oracle Enterprise Manager) I merely obtain the error:

ORA-011033: ORACLE initialization or shutdown happening


[within the spirit of StackOverflow I'll answer that one myself - a minimum of I'll relate the way i resolved it during my situation - please also relate your personal such adventures...]

After a little searching I discovered the recommendation to complete the next:

> sqlplus /nolog

> SQL> connect / as sysdba

Connected.

> SQL> shutdown abort

ORACLE Instance shut lower.

> SQL> startup nomount

ORACLE Instance began

> SQL> alter database mount

> SQL> alter database open

Which still gave the mistake:

ORA-00600: internal error code, arguments: [kcratr1_lostwrt]

Then i found the recommendation to complete the next:

> SQL> startup mount

ORACLE Instance began

> SQL> recover database

Media recovery complete

> SQL> alter database open

Database changed

This error also occurs within the normal situation whenever a database is beginning or preventing. Normally on startup you are able to hold back until the startup completes, then connect as always. When the error continues, the service (on the Home windows box) might be began with no database being began. This might be because of startup issues, or since the services are not set up to instantly start the database. Within this situation you'll have to connect as sysdba and physically start the database while using "startup" command.
