Initially I'd following .htaccess file:

Which triggered 500 internal server error, and so i moved first couple of lines towards the php.ini file.

next, error disappeared, but redirect isn't working, it really redirects towards the empty page, error log shows: file not found also, another log shows:

PHP Warning:  Unknown: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/:/usr/lib/php:/usr/local/lib/php:/tmp/:/usr/local/:/usr/bin) in Unknown on line 0

I attempted to create in RewriteLog which triggered 500 server error again

It appears like PHP is attempting to spread out file with empty path, so there's clearly some error within the PHP script you are attempting to access. Just look into the access login which URL have you understand this error and then try to fix the PHP script.

As the reg-ex indicates

<Files ~ ".*\.(info|tpl)$">

you're permitting only .info and .tpl files to become utilized. Am i getting a problem here?

Edit: Made comments when realized the mistake on my small side.

You need to consider the apache log - the mistake is going to be there and you'll understand what to repair after.
