i'm trying to produce a way (php, html) for customers (from the website) to download files which aren't within the htdocs folder is the fact that possible? the main reason i wish to know this really is, that i'm not going other people to get access to individuals files just by typing within the link to the file.

Open the file [xamp_installation_folder]/apache/conf/httpd.conf in almost any text editor.Copy below lines following the htdocs element after altering your directory for your own folder.

X-Sendfile

Then look for this string: . Within that element, give a new alias as adopted:
