I am setting up mod_geoIP for cpanel according to these instructions (not so detailed, hence this)

At this time, I have installed the module as instructed. I have also downloaded the csv apply for the GeoLite Country. Shall We Be Held missing anything?

I suppose the next thing is to produce the entry during my .htaccess apply for permitted nations like so:

GeoIPEnable On
GeoIPDBFile /path/to/GeoIPCountryWhois.csv

SetEnvIf GEOIP_COUNTRY_CODE US AllowCountry
SetEnvIf GEOIP_COUNTRY_CODE CA AllowCountry
SetEnvIf GEOIP_COUNTRY_CODE MX AllowCountry

Deny from all
Allow from env=AllowCountry

Will it seem like I am missing anything? Also it is possible to method to test this?

Avoid using the CSV there, make use of the .dat file:
