As just creating type without indicating clause as proven below then automatically it'll create type that datatype i.e. varchar or number

CREATE TYPE <TYP_NAME>

It is really an Incomplete Type.

A partial type could be used where a kind references another type that references the very first type (a circular reference for example emp-supervisor). This enables the incomplete type to become recommended prior to it being completed. However, before a table could be built from a partial type, it should be completed.
