So I've got a Wordpress blog on a single page but my top of the page isn't wordpress. I am tugging a publish title and exhibiting it around the top of the page like so...

However the problem is, when something with quotes comes up provides the gemstone using the question mark. Yes, it needs to be an encoding problem, but when I alter the page charset it ISO it breaks the javascript. any ideas?

You can take away the special figures (non UTF-8) in the came back strings. Regular expressions could be what you want this will probably help you.

P.S., individuals quotes are most likely miracle quotes, or quotes replicated from MSWord.
