I have to discover if your connection limit continues to be set on the postgresql database on the per user basis. I understand you are able to set this type of limit using alter user with CONNECTION LIMIT 2

For roles that may sign in, this sets most of concurrent connections this role could make. -1 means no limit.

Although attached to the database you need to understand this information

SELECT rolname, rolconnlimit
FROM pg_roles
WHERE rolconnlimit <> -1;
