Obviously, a webpage known as "test.htm" is submitted around the server.

As mentioned, the road where I put my test does not work. It shows the WordPress home page, rather than my "test.htm" page I submitted.

You could try that one:

RewriteRule ^test\.htm$ - [PT,L]

It passes through (PT) the request and doesn't apply any more rules (L).
