However, how do i assign a mouseover attribute towards the
<li> that's produced? Also, if you will find children pages, they should be inside a nested
<ul> and show like a dropdown once the parent is hovered on.

page_item class is used to every
<li>. Use that class to assign your mouseover attribute around the client side. If you're not using jQuery, I suggest it.
